Reporting from Washington - Despite steep odds, the White House has discussed prospects for reviving a major overhaul of the nation's immigration laws, a commitment that President Obama has postponed once already.
Obama took up the issue privately with his staff Monday in a bid to advance a bill through Congress before lawmakers become too distracted by approaching midterm elections.
In the session, Obama and members of his Domestic Policy Council outlined ways to resuscitate the effort in a White House meeting with two senators -- Democrat Charles E. Schumer of New York and Republican Lindsey Graham of South Carolina -- who have spent months trying to craft a bill.
According to a person familiar with the meeting, the White House may ask Schumer and Graham to at least produce a blueprint that could be turned into legislative language.
The basis of a bill would include a path toward citizenship for the 10.8 million people living in the U.S. illegally. Citizenship would not be granted lightly, the White House said. Undocumented workers would need to register, pay taxes and pay a penalty for violating the law. Failure to comply might result in deportation.
Nick Shapiro, a White House spokesman, said the president's support for an immigration bill, which would also include improved border security, was "unwavering."
Participants in the White House gathering also pointed to an immigration rally set for March 21 in Washington as a way to spotlight the issue and build needed momentum.
Though proponents of an immigration overhaul were pleased that the White House wasn't abandoning the effort, they also wanted Obama to take on a more assertive role, rather than leave it to Congress to work out a compromise.
Immigration is a delicate issue for the White House. After promising to revamp in his first year of office what many see as a fractured system, Obama risks angering a growing, politically potent Latino constituency if he defers the goal until 2011.
But with the healthcare debate still unresolved, Democrats are wary of plunging into another polarizing issue.
"Right now we have a little problem with the 'Chicken Little' mentality: The sky is falling and consequently we can't do anything," Rep. Raul M. Grijalva (D-Ariz.) said in an interview.
Republicans are unlikely to cooperate. On Capitol Hill, Republicans said that partisan tensions had only gotten worse since Obama signaled this week that he would push forward with a healthcare bill, whether he could get GOP votes or not.
Sen. Jeff Sessions (R-Ala.) said in an interview, "The things you hear from the administration won't be well received."
Schumer, speaking as he walked quickly through the Capitol, said he was having trouble rounding up Republican supporters apart from Graham. "It's tough finding someone, but we're trying," Schumer said.
On Thursday, Schumer met with Homeland Security Secretary Janet Napolitano, who oversees the government's immigration efforts, to strategize over potential Republican co-sponsors.
"We're very hopeful we can get a bill done. We have all the pieces in place. We just need a second Republican," Schumer said in a statement.
Among proponents, there is a consensus that a proposal must move by April or early May to have a realistic chance of passing this year. If that deadline slips, Congress' focus is likely to shift to the November elections, making it impossible to take up major legislation.
"There's no question that this is a heavy lift and the window is narrowing," said Janet Murguia, president and chief executive of the National Council of La Raza, a Latino advocacy group.
When it comes to immigration, Obama's strategy echoes that of healthcare. He has deferred heavily to Congress, leaving it up to Schumer and Graham to reach a breakthrough with the idea that he would put his weight behind the resulting compromise.

E-Verify has been under attack by any of the open border organization that represent a list of too many entities, whose only believe system is profit--no matter the consequences to the American labor force, irreversible Overpopulation and a marginalized country. I, personally will fight for it as many other bloggers will, because this foreign occupation must be halted. Some senior politicians under Rep. Gabrielle Gifford (D-AZ) are trying to stop its use, but offering another alternative. This in my mind is just another distraction to impede E-Verify and its growing popularity, throwing in some other new tool abbreviated as NEVA. Yes! E-Verify has been compromised by illegal workers using fake ID, Do you really think that this irregularity cannot be reversed? We have this enforcement tool now and its staying. Bloggers have made sure every American person is aware of it. A number of foreign workers are getting past the verification system. But upgraded, innovation will soon stop all this?

California, a known--SANCTUARY STATE--is overrun with illegal people and currently trying to justify a $20 billion dollar shortfall. Many states have seen the errors of there ways and now realized the implications of underestimating their serious budget crisis, caused by the impact of illegal alien families they are supporting. Arizona, Georgia have taken major steps to enforce immigration regulations on their level of government. California has no such enforcement, in fact they haven't even a program of using a permanent E-Verify. Sacramento has disregarded any immigration laws and now have students and professors in universities complaining of budget cuts, because the money is going to supporting welfare programs for illegal foreigners. Yes! Some illegal families pay some taxes, but it nowhere compares to the siphoning off federal, state and municipal public coffers. STARTING WITH MIDTERM ELECTIONS, I PREDICT ILLEGAL ALIENS RIDICULING OUR BALLOT SYSTEM, SPECIALLY IN CALIFORNIA AND OTHER OVERWHELMED STATES BY VOTING. Under the shadow of utra-Liberal assembly in Sacramento, these extremist lawmakers have nearly destroyed there home state, by millions of illegal families stealing public welfare. There are those in Washington who would push through an American-Mexican agreement that would allow illegal immigrants access to the Social Security of every worker in our nation. There are those in Washington who have sold their soul to obnoxious business owners for less tangible gifts, so perpetrating the worst crime available of another- BLANKET-Amnesty. Not only would it cause billions of dollars to process those already here, but criminals would not surrender to immigration authorities and yet another call for Immigration reform would bring millions more banging at the gates to be let in? Its almost like their is no difference in national status between an illegal alien and a true citizen and legal resident, because of the status quo who allowed this believe system.
Many of our politicians have committed a capitol offense against the edicts in the US constitution, by allowing monetary corruption in clouding their minds and not stopping generations of illegal immigrants. Republicans are split on the the issue and Democratic with Liberal-extremist leanings think we should share every dollar with indigent foreign nationals. California schools are so overcrowded the children of illegal immigrants are ruining the chances of regular citizens not getting a decent education. We have millions of Americans in our prisons system, so we certainly don't need illegal aliens to house and feed. As usual the open border zealots are screaming , threatening potential court rulings-and perhaps immigration laws against states with a desire to protect their citizens, such as rescinding the instant birthright citizenship law; a verdict once and for all, be explored by the Supreme court?
Just as voters in California were cheated because their filing of Proposition 176, intentionally manipulated so as not to reach the highest court. The Public entitlement mentalities, and equally accommodating policies, are propelling the momentum of illegal immigration into this nation. Free health care, education are just part of the equation, that is causing major transference from needed infrastructure repairs and cutting back on social welfare programs for our poor and unemployed. We should vet every entitlement and only allocate to those persons who are legally here in the United states.
