ARLINGTON, Tex. -- Michael Moore, 23, of Pittsburgh, had his Super Bowl XLV ticket around his neck. He was inside Cowboys Stadium. But he wasn't watching the game live because he was among 400 ticketholders whose seats were deemed "unusable" by the NFL.

"It's been terrible, man," Moore said at halftime, while wearing a Jerome Bettis Steelers jersey.

Moore said he and some of the other seat-less fans were watching the game on TV inside a club area underneath the stands.

"I'm hoping the Steelers pull it out. That's what I'm really hoping most of all," he said with Pittsburgh trailing.

"But it's frustrating not watching it live. There's a five-second delay on the TV."

He said he and some friends tried to get into the seating area.

"You have to try and sneak and move around and try to get a glimpse of the game," Moore said. '"They were acting like we're the ones who did something wrong."

Moore said he paid $600 for his ticket in section 429A, row 28. He received a sheet of paper saying he would be reimbursed triple the value of the ticket.

But that didn't make up for not seeing a game he had his "heart set on." He also estimated his air and hotel expenses were over $1,000.

Jarvis Hill, 27, of Paris, Texas, said he also had a ticket and no seat.

"We picked up our tickets on Friday from the NFL, and they didn't notify us then of any problem." said Hill. "We fought the traffic, got in here, walked through the long lines and finally got in. Then they notified us."

Hill wasn't particularly rooting for either team.

"I'm a Cowboy fan. ... I come to Cowboys Stadium to enjoy the whole experience, and I can't even go to my seat," he said.
